Does it have to be on upo paper? What kind can I use?
No. You can use a number of surfaces, including NARA Paper, Grafix Durabrights, back-side of some premium photo papers, tile or any substrate that is non-pourous.
i use Durabright Duralar and NARA more than Yupo

I have never used inks before and have not perfected my techniques just yet.
I have spent hours trying to find what looks likethe electric small hair dryer type blower. Do u have to cover eyes also when using inks?

With the inks, it depends on how your are using the inks. If you are pouring and using alcohol or blending solution or move them around with the dryer, I DO recommend some protective eyewear if you are in a closed environment. If you are outdoors, you may be ok without it, but should use your judgement!
